4월 FOMC에 무슨 내용이 나왔는지 알아봅니다.

미 연준의 4월 FOMC (Federal Open Market Committee)가 있었습니다. 연준에서 올린 보도자료를 리뷰해 보겠습니다.

The Federal Reserve is committed to using its full range of tools to support the U.S. economy in this challenging time, thereby promoting its maximum employment and price stability goals.

연준은 미국 경제 지원에 사용 가능한 도구들을 다 사용해서 최대 고용과 물가 안정 목표를 달성하려 한다고 합니다.

The COVID-19 pandemic is causing tremendous human and economic hardship across the United States and around the world. Amid progress on vaccinations and strong policy support, indicators of economic activity and employment have strengthened. The sectors most adversely affected by the pandemic remain weak but have shown improvement. Inflation has risen, largely reflecting transitory factors. Overall financial conditions remain accommodative, in part reflecting policy measures to support the economy and the flow of credit to U.S. households and businesses.

경제활동 및 고용 지표가 강화되었는데, 대유행으로 타격을 크게 입은 부분은 아직 회복을 못하고 있지만 전체적으로 개선되고 있다 합니다. 인플레이션 상승은 일시적 요인에 의한 상승으로 보고 있고 (이제 인플레이션 상승이 나타났다는 것을 인정합니다), 재정 상태도 부분적 경제 지원 정책과 기업 및 가계 신용 흐름을 반영하는 적절한 상태라고 합니다.

The path of the economy will depend significantly on the course of the virus, including progress on vaccinations. The ongoing public health crisis continues to weigh on the economy, and risks to the economic outlook remain.

예방접종 진행 등 바이러스가 어떻게 진행되는지에 경제가 좌우될 것이고, 여전히 위험은 남아 있습니다.

The Committee seeks to achieve maximum employment and inflation at the rate of 2 percent over the longer run. With inflation running persistently below this longer-run goal, the Committee will aim to achieve inflation moderately above 2 percent for some time so that inflation averages 2 percent over time and longer‑term inflation expectations remain well anchored at 2 percent. The Committee expects to maintain an accommodative stance of monetary policy until these outcomes are achieved. The Committee decided to keep the target range for the federal funds rate at 0 to 1/4 percent and expects it will be appropriate to maintain this target range until labor market conditions have reached levels consistent with the Committee’s assessments of maximum employment and inflation has risen to 2 percent and is on track to moderately exceed 2 percent for some time. In addition, the Federal Reserve will continue to increase its holdings of Treasury securities by at least $80 billion per month and of agency mortgage‑backed securities by at least $40 billion per month until substantial further progress has been made toward the Committee’s maximum employment and price stability goals. These asset purchases help foster smooth market functioning and accommodative financial conditions, thereby supporting the flow of credit to households and businesses.

장기적으로 2% 인플레이션에서 최대 고용을 달성하려 합니다. 이 장기 목표를 지속적으로 밑도는데, 일정 기간 동안 2%를 넘기더라도 장기적으로 2%에 안착하게 하려 합니다. 장기 2% 인플레이션과 최대 고용(완전 고용)을 달성할 때까지는 현재의 연방 기금 금리 0 ~ 0.25%를 유지하고, 매달 재무부 채권 800억 달러와 MBS 400억 달러 매입을 통한 양적완화(QE)를 유지하겠다 합니다. (캐나다 중앙은행이 테이퍼링을 한다는 말도 나오고 연준도 돌아서는 것 아니냐는 우려도 있었는데 연준은 당분간 계속 비둘기로 남겠다고 재확인하고 있습니다.)

In assessing the appropriate stance of monetary policy, the Committee will continue to monitor the implications of incoming information for the economic outlook. The Committee would be prepared to adjust the stance of monetary policy as appropriate if risks emerge that could impede the attainment of the Committee’s goals. The Committee’s assessments will take into account a wide range of information, including readings on public health, labor market conditions, inflation pressures and inflation expectations, and financial and international developments.

늘 하는 말입니다. 경제 전망에 대한 정보들을(공공 보건, 노동 시장, 인플레이션 압력, 인플레이션 기대, 금융 및 국제 개발 등) 지속적으로 모니터링하고 연준의 목표에 방해가 되는 무언가가 나타나면 적절한 통화 정책 조정을 하겠다 합니다.

그 외에는 세부 사항들입니다.

Conduct overnight reverse repurchase agreement operations at an offering rate of 0.00 percent and with a per-counterparty limit of $80 billion per day; the per-counterparty limit can be temporarily increased at the discretion of the Chair.

일당 800억 달러 규모로 reverse repo를 한다는데 일단 채권 사서 돈을 풀겠다는 것입니다.

In a related action, the Board of Governors of the Federal Reserve System voted unanimously to approve the establishment of the primary credit rate at the existing level of 0.25 percent.

금리 현상 유지가 만장일치로 결정되었습니다.
